My agent in Dubai took a security deposit based on a verbal agreement that I wanted it for the price quoted but I did not sign the agreement as yet. Now, the agent says the landlord has increased the price. Does the landlord have the right to do so?

Unfortunately, verbal agreements are not considered as binding in tenancy matters. If you have not signed a tenancy agreement then the landlord may choose to vary the rent until such time where you sign an agreement with each other.
